Juju 2.3.2 is released

Juju 2.3.2 has arrived! This is primarily a bug fix release.

## Critical bugs fixed.

Among the bugs fixed two were considered critical.

fails to find valid configs

1738728 <https://bugs.launchpad.net/juju/+bug/1738728> Can’t run `juju
run` after upgrading
